Grateful if offer can be made for three years contract to J.M.Russell. Suggest for your consideration flat salary of $1,740 per month without incremento plus £333.33 expatriation pay, total $2,073.33 per month, plus cost of living allowance which is at prosent 125 for married officers with children, Gratuity 8600 for each three months of service,

Pon reasons given in paragraph 3 of my d/o letter of 10th August to Sidebotham, it will be necessary to increase establishment of Administrative - Officers by one at least temporarily. I regard the matter as urgent and would be grateful if J.L.Hayward, mentioned in Edmonds' letter to McDougall No.63994 B.A. of 5th May, could be sounded. Possibly terms should

be the same as suggested above for Russell, Committee is being consulted urgently and I will telegraph whed approval is obtained for the expenditure involved.
